Inclusion
My academic background is on economic inclusion- I hold a Dual Degree M.A. of International Affairs with a specialization on Economic and Political Development / Microfinance from the School of International and Public Affairs (SIPA) at Columbia University and Sciences Po Paris.
Through my work with Humanity & Inclusion (HI) I focused on the rights of men and women with disabilities to social and economic inclusion and over the years I've expanded my expertise to areas such as education, gender-based violence and the use of technology for social purposes.
Currently, I am carrying out research for HI and UNFPA to identify promising practices to prevent and respond to gender-based violence through inclusive models in Latin America and the Caribbean. We are applying an intersectional approach and exploring how the response to the rights of women and girls with disabilities can benefit other groups that have been marginalized such as indigenous and afrodescendent women, the LGBTI+ community and migrants.
Gender-based violence is one of the challenges we face in our region and it keeps increasing yearly. I am glad to contribute to identify and share effective ways of shifting this trend , particularly against the most vulnerable, for the benefit of all.
Victim Assistance
I have been working to contribute to implement the rights of mine/ERW survivors, the families of those killed and injured, and communities affected by conflict since 2005, including in Thailand, Cambodia, Chad and Colombia. I specialize on inclusive livelihoods and have worked at program and policy levels.
Initially working with Humanity & Inclusion (previously Handicap International) on the implementation of the Mine Ban Treaty, I then contributed to the process that led to the adoption of the Cluster Munition Convention. It is now the international instrument with the highest standards on victim assistance in International Humanitarian Law. Many of us worked along survivors and their families to ensure this Convention includes specific measures to recognize their rights.
I am glad to have contributed to the launch of the Latin American Network of Mine/ERW survivors and people with disabilities in 2019, in Bogotá.

Humanitarian
Disarmament
I have been working in Humanitarian Disarmament since 2005, when I carried out research to identify good practices for victims of mine/ERW to access microfinance mechanisms.
As a member of SEHLAC, I contribute to the process to adopt an international declaration to avoid the use of explosive weapons in populated areas.
My main focus in the area of Humanitarian Disarmament in 2020 is the Campaign to Ban Killer Robots. I work nationally, regionally and internationally towards the start of negotiations of a Treaty that maintains meaningful human control in the use of force, and bans autonomous weapons. Killer robots that can take lives without meaningful human control should be banned in International Law.
This is a photo of a small community in the middle of the Sahel desert in Chad. I took it while flying in a UN humanitarian plane from N'Djamena to Abeché, where we traveled as part of our victim assistance work in that country. While there, I was invited by the UNHCR to participate in a community-based radio program organized by and with refugees and displaced persons in the Chad-Sudanese border.
Publications
I have authored many publications on Inclusive Livelihoods and Victim Assistance in the frameworks of the Mine Ban Treaty, the Cluster Munition Convention and the Convention on the Rights of People with Disabilities.
In August 2020, SEHLAC will launch to publications I coordinated and co-authored on autonomous weapons, technology, and their social and human rights implications from an intersectional Latin American perspective.
Some of my publications have been translated into eight languages.
I have yet to complete these section but I have included the most recent ones, in Spanish and an Executive Summary in English.
